The Union Cycliste Internationale (UCI) has published its 2026 Cycling for All Manifesto, setting out the UCI’s vision, principles and framework for action to make cycling a safe, accessible and integral part of everyday life for everyone, everywhere.
Adopted by the UCI Congress in Montréal (Canada) on 23 September 2026, this Manifesto succeeds the first UCI Cycling for All Manifesto, published in 2017, and reflects how the UCI’s work on everyday cycling has developed since.
Built around an overarching ambition – more people riding, more often, on safer roads – the new Manifesto sets out seven principles, four pillars of the UCI’s Cycling for All work (Advocate, Inspire, Educate, Collaborate) and a call to action addressed to public authorities, National Federations and Continental Confederations, event organisers, teams and riders, partners and individuals.
UCI President David Lappartient said: “Cycling is at once a global sport and an everyday mode of transport, and that dual nature is its greatest strength. With this Manifesto, the UCI sets out clearly what we stand for and what we are asking of others: more people riding, more often, on safer roads. Our role is to connect the inspiration of our sport to the everyday journeys that shape people’s lives.”
Where the document published in 2017 set out intentions, the 2026 Manifesto reflects nearly a decade of concrete action, drawing on a wide range of programmes and initiatives developed by the UCI over that period, including: the UCI Bike City Label, which has grown since its 2016 launch to 31 cities and regions in 16 countries across all five continents; the UCI Bike City Pathway; the UCI Mobility & Bike City Forum, the UCI’s flagship annual conference on sustainable and active mobility since 2018; and the UCI Cycling for All & Sustainability Awards, launched in 2024.
The Manifesto is aligned with the UCI’s Agenda 2030, its strategic roadmap for the development of cycling worldwide, and the United Nations Sustainable Development Goals. It notes that the UCI reports publicly on this work through its Annual Report and biennial Sustainability Report.
The updated Cycling for All Manifesto is published in the first year of the United Nations Decade of Sustainable Transport (2026-2035), which aims to accelerate global action toward safe, affordable, accessible and low-carbon transport systems. As a founding member of the Partnership for Active Travel and Health (PATH) and a member of the Partnership on Sustainable, Low Carbon Transport (SLOCAT), the UCI intends to contribute to these efforts, particularly where they concern everyday cycling.
Tony Mitchell, President of the UCI Cycling for All and Sustainable Cycling Commission, added: “Getting more people onto bikes takes all of us — no organisation can achieve it alone. This Manifesto gives our National Federations, cities and partners a shared position to work from, and a clear statement of what the UCI will do alongside them.”
